This scholarship covers tuition to SUNY or CUNY schools. For the 2016-2017 academic year, the standard SUNY tuition rate was a maximum of $6,470 per year.
An applicant must:
- be a NYS resident and have resided in NYS for 12 continuous months prior to the beginning of the fall college term;
- be a U.S. citizen or eligible non-citizen;
- be a high school senior/recent high school graduate who will be enrolled full time at a SUNY or CUNY college, including community colleges and the statutory colleges at Cornell University and Alfred University, beginning in the fall term following his or her high school graduation;
- be ranked in the top 10 percent of his/her high school graduating class at a NYS high school;
- be matriculated in an approved undergraduate program leading to a degree in Science, Technology, Engineering or Mathematics at a SUNY or CUNY college;
- earn a cumulative grade point average (GPA) of 2.5 or higher each term after the first semester; execute a Service Contract agreeing to reside and work in the field of Science, Technology, Engineering or Mathematics in NYS for five years.
Award Amount
A recipient receives an annual award for full-time study equal to the annual tuition charged to NYS resident students attending an undergraduate program at the State University of New York (SUNY), or actual tuition charged, whichever is less. For the 2016-2017 academic year,

Jackie Robinson's Foundation Scholarship Program
Applicants to this need-based scholarship are judged on leadership skills and commitment to community service. To be considered eligible, you must identify as a minority student. Excelsior Scholarship Facts
Who is Eligible?
- The program will be phased in over three years, beginning in Fall 2017 for students whose income is below $100,000, then increasing to $110,000 in Fall 2018, and capping off at $125,000 in Fall 2019.
- Eligible students will need to complete an Excelsior Scholarship application. The application is expected to be launched by HESC in late May or early June 2017--we don’t know what information will be requested on this application yet. You can register at www.HESC.ny.gov to be alerted when the application is available.
Are All College Costs Covered?
- No, this scholarship will only cover tuition costs that remain after PELL and TAP awards have been applied, and will not be applied to other costs of attendance (eg. room and board, books, supplies, student fees, etc.). If a student’s PELL and TAP awards surpass SUNY and CUNY tuition, then (s)he would not benefit from the Excelsior Scholarship.
You Must Maintain Eligibility!
- Students must be enrolled full-time at their institutions, complete 30 credits per year (including summer and winter terms), and maintain a 2.0 GPA. Students must also agree to live in New York State after graduation for the same number of years that they received the scholarship and, if they are employed during this time, their place of employment must also be located in New York State.
- Failure to maintain the GPA and number of credits may result in the student losing the scholarship.
- Failure to remain in NYS for the required amount of time may result in the funds received through the Excelsior Scholarship being converted to a loan. We do not know the type of loan or how much (if any) interest the loan would carry. We do anticipate that there will be exemptions for students continuing on to graduate degree programs, and for military service.
Are Transfer Students Eligible?
- Yes, the Excelsior Scholarship is available to transfer students who meet the income criteria above, and who are on track to complete their degree on time. These students must also be enrolled full time, and must complete 30 credits in each year that they receive the scholarship. Students who have already earned an associate’s degree can receive the Excelsior Scholarship toward a bachelor’s degree program. Though, a student who has already earned an associate’s degree cannot receive the scholarship toward a second associate’s. Likewise, a student with a bachelor’s degree cannot receive the scholarship toward a second bachelor’s degree.

- The Excelsior Scholarship will be regulated by the Higher Education Services Corporation
(HESC), the same organization that regulates the NYS Tuition Assistance Program (TAP).
HESC has released a detailed FAQ on their website (www.HESC.ny.gov) to address some of the more complicated questions you and your students may have.
AVOID SCHOLARSHIP SCAMS
- Application for financial aid/scholarship offered by a service is done for a fee. Legitimate scholarship offerings have to be applied for by the student.
- Exclusive scholarships guaranteed by a service are most probably false: fine print stipulations make claim virtually impossible. If a service states that it can obtain funds for anyone, this is false; there are many parameters taken into consideration the awarding of scholarships.
- Unsolicited offers/notification that the student has been selected to participate in a program/society are scams: the invitation has been extended with a fee attached.
- Legitimate scholarship offerings do not have application fees.
- “Advance-fee” loans that ask for payment for processing before approval or
disbursement are scams to illicit money from students/families.
- “Free seminar” or candidate interview offered for financial aid/scholarship by a
consulting firm is service sales promotional.
- Ask Questions! Legitimate organizations will have available and verifiable information: physical address, telephone number, and most, web site; fraudulent services are reluctant to and may not provide data.
- Research! There are consumer protection and government agencies to assist and to uncover fraudulent practices: the local Better Business Bureau, Federal Trade Commission (977) FTC-HELP or www.ftc.gov/scholarshipscams, local and state department of consumer protection, the Office of the Attorney, and the National Fraud Information Center at www.fraud.org.
